The Colorado Examining Board of Plumbers has set the passing standard for each licensing examination type (RP, JP and MP) to represent the level of knowledge and skills necessary for a newly licensed practitioner to be able to know and follow plumbing methods that are safe to life and property. The Board's passing standards for each licensing level (RP, JP and MP) are NOT set to regulate the number of persons who can become licensed in the state. Instead, the licensing examination passing standards are focused on admitting all qualified practitioners that can demonstrate they have the knowledge and skills required to be entry-level safe upon licensure.
Since the licensing examinations are designed to determine pass/fail status only, they cannot be used to rank candidates or licensees. All passing candidates are assumed to be equally qualified within their licensing level (RP, JP, MP) to know and follow plumbing methods that are safe to life and property. Stronger or weaker performance on the licensing examinations does not denote superior or inferior safe-to-the-public job performance.
