QUESTION: “Why is Hawaii PVL sill using an old 2008 NEC version?”  They are only using this version for first-time applicants.  After you pass the exam and receive your license, you are expected to take an approved continuing education course and updates to the 2017 version will be covered in that course.  This info is contained in a document titled “Frequently Asked Questions - Electrician and Plumbers” (from the electrical board link above).

It doesn't make sense to us, that you should have to buy an old version the NEC, just to take your exam and then not use it again only to buy a newer version to have for daily use.  That's why the link above allows you to download a copy the old codes using your desktop or laptop computer.
